Ruling party candidate Dilma Rousseff goes into Sunday's second-round run-off with double-digit poll lead her double digit lead over rival Jose Serra on the last day of campaigning.Rousseff to become Brazil's first woman president. In her address on Saturday, she exhibited confident tone, after double digit lead over Serra in the final polls published before the vote and said "I will govern for all Brazilians. There will be no discrimination of parties. I won't govern only for my coalition," a beaming Rousseff told reporters in the state capital Belo Horizonte. There were four opinion polls released on Saturday which gave Rousseff a lead of between 10 and 12 percentage points, following a televised debate between the candidates late on Friday."We should win with a minimum advantage of 10 percentage points and a maximum of 15 points," said Andre Vargas, communications secretary of Rousseff's Workers' Party. Dilma Rousseff, 62, Lula's former chief of staff, whom the president handpicked to succeed him. She calls Lula's two terms a "true revolution" and tells Brazilians that a vote for her in Sunday's run-off presidential election is a vote for continuity. Fernando Henrique Cardoso,says his administration created the economic stability that allowed the country to eventually flourish."To be frank, the novelty, the change in terms of the orientation of the Brazilian society and government, was done in my period," Cardoso said in an interview last week. "Of course, Lula did a series of good things, too. The way he managed the recent international crisis was correct. But I started it." Cardoso regarded an intellectual and a prolific writer whose books on his two-term presidency, which ended in 2002. An academic who once dabbled with Marxism and spent years in exile during Brazil's military dictatorship, he is seen by political observers as a gentleman politician who has largely avoided public tussles since leaving office. PM on three nation Asia tour from Oct 24

Prime Minister will embark on a three nation Asia tour from Sunday. Dr. Manmohan Singh will visit Tokyo from 24th to 26th on the first leg of his tour, where he will have talks with his Japanese counterpart Naoto Kan on bilateral, regional and global issues. Dr Singh will also have several meetings with political leaders, parliamentarians and captains of Japanese trade and industry.Singh and his wife Gursharan Kaur will be received in audience by the Emperor and Empress of Japan.

Singh and Kan are also expected to discuss ways to re-energise the G-4 grouping that is pushing for reform of the UN, particularly expansion of the Security Council and inclusion of new permanent members.This assumes significance as India recently was elected to the Security Council as a non-permanent member.Besides India and Japan, the G-4 also consists of Brazil and Germany."The two Prime Ministers will discuss bilateral, regional and global issues," the External Affairs Ministry said on Thursday:

Later, he will visit Malaysia for 3 days from from 26th. Apart from talks on wide a range of issues with Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak, the other engagements of the Prime Minister will include the launch of CEOs’ Forum,
Khazanah Global Lecture 2010 and visit to ‘Little India’ in Malaysia.

The Prime Minister will visit Hanoi on the final leg of his tour where he will take part in the 8th India-ASEAN Summit and 5th East Asia Summits on 30th. Dr Singh will also have bilateral meetings with a number of ASEAN and other leaders, on the sidelines of the summits.

India’s robust engagements with ASEAN is a key component of its Look East Policy which was enunciated in1992.New Delhi also desires realization of the Comprehensive Economic Partnership and the Mekong India Corridor.

The visits are crucial for India's desire to upgrade its ties with East Asia, particularly in economic sphere.

Terrorist storm Chechen parliament

Four militants struck at about 0845 (0445 GMT), attacking policemen guarding the parliament building, Mr Kadyrov told Russian news agency Interfax which began "when a vehicle carrying terrorists drove in on the tail of a car carrying a member of Parliament into the highly-protected compound," Interfax reported quoting police sources.

Three policemen were killed and 17 wounded in the militant attack on the Parliament building in the provincial capital of Grozny in the restive Caucasus republic of Chechnya, media reports said.

All the four attackers were also killed -- two of whom blew themselves up while two were shot dead by the security forces, ITAR-TASS reported quoting Interior Ministry sources.State-run Rossiya 24 TV channel said there were no civilian casualties.

President Dmitry Medvedev, who is on a visit to France, and Prime Minister Vladimir Putin, who is in Moscow, were briefed on phone by the pro-Moscow Chechen head Ramzan Kadyrov.Kadyrov told the Interfax news agency that Chechen security forces killed the militants in an intense 20-minute operation to kill the militants and free the deputies or lawmakers and employees from the building.

"All deputies are alive and were taken from the territory of the parliament building to safety," Kadyrov was quoted as saying.

Deputy chief of Chechen Interior Ministry, Roman Edilov, said two police officers were among the dead. He, however, denied that the militants had taken hostages, RIA Novosti said.

Federal Interior Minister Rashid Nurgaliyev, who is currently in Grozny, lauded the professionalism of the commando team in operation to eliminate the terrorists:
Russia fought two wars with Chechen separatists in the 1990s before installing a loyal government there in 2000. In recent years, Grozny has seldom witnessed terror attacks.

Kyrgtzstan heads for coalition government

Kyrgyzstan with hung parliament was heading for a coalition govt on Monday with several parties neck-and-neck in legislative elections held under a new constitution after unrest this year that left hundreds dead.The pro-Moscow Ar-Namys party led by flamboyant former Prime Minister Felix Kulov proclaimed victory in the elections for first parliament with meaningful powers in ex-Soviet Central Asia.
The country is to set for coalition bartering between five main parties, in a scenario completely uncharacteristic of a region where strongman presidents and rubber-stamp parliaments are the rule.

The authorities hailed a robust turnout of 56.59 percent and the polls have so far defied warnings they could be scarred by a resurgence of this year's political and ethnic violence."Today is a historic day for the Republic of Kyrgyzstan. The people will choose their fate, their future," President Roza Otunbayeva, who championed the new political system, said as she cast her vote.

Kyrgyzstan created Central Asia's first parliamentary democracy in a referendum earlier this year after a bloody April revolution, which toppled former President Kurmanbek Bakiyev, and deadly inter-ethnic clashes in June.An exit poll published by the centrasia.ru regional news site, based on interviews with 1,306 voters, said Ar-Namys would reap 22.1 percent of the vote followed by the pro-government Social Democratic Party with 20.7 percent.

With just over 20 percent of voting precincts reporting so far, the nationalist Ata-Zhurt party was narrowly in the lead with some 10 percent of the vote, results published by the central election commission said.However the pro-government Social Democratic Party was close behind on eight percent and the Republic Party polling seven percent, it said.Ar-Namys had 6.8 percent of the vote while the pro-government Ata-Meken picked up 6.4 percent.A minimum five percent of the vote is required in order to enter the Zhogorku Kenesh parliament.

Patterns are difficult to predict given that the most votes counted so far have been in the south of the country.Kulov is expected to pick up votes later in the count when more votes come in from the north of Kyrgyzstan.

Confusing an already muddy picture, the central election commission gave the figures as a percentage of the total electorate and not of those who actually cast their ballots on the day.

Possible Release Aung San Suu Kyi

Nksagar - Sagar Media - RANGOON — UN Secretary-General Ban Ki-moon said that Burma's ensuing election, in two decades, will not be lend credible unless the military rulers release Opposition leader and Nobel Peace laureate Aung San Suu Kyi.

A reports that Aung San Suu Kyi, leader of Burma’s democracy movement, could be released after the elections.An unnamed official has reportedly told the AFP news agency that her release will happen after the elections. According to Burmese law, Aung San Suu Kyi should be released on November 13th. The United Nations has repeatedly ruled that her detention breaks international law.

"This is essential for the elections to be seen as credible and to contribute to Myanmar's stability and development," Ban said following a high-level meeting of the "Group of Friends on Myanmar" held on the sidelines of the U.N. General Assembly in New York on Monday.

Further Moon said the coming months leading to the November 7 vote would be crucial, and called on the military junta to ensure the polls were as "inclusive, participatory and transparent as possible." The U.N. Chief said participants at the meeting, held at the Foreign Minister level, "expressed their encouragement, concerns and expectations regarding the current process."

"At this critical stage in Myanmar's transition, it is all the more important that the Group, and especially Myanmar's neighbors, encourages Myanmar to engage meaningfully with my good offices. The Group encourages the Government of Myanmar to adopt a more constructive and forward-looking approach in its response to the international community's call for engagement," he said.

Detention of Burma's democracy icon Aung San Suu Kyi will expires early next month,officials said Friday that only the ruling junta chief knows exactly when she will be granted freedom. Aung San Suu, Nobel Peace laureate locked for 15 of the past 21 years, ever since her opposition party swept the country's last elections in 1990, and the military refused to cede power.Now her latest term of house arrest ends Nov. 13, just days after the junta plans to hold the first elections since those ignored polls—timing that analysts say is hardly coincidental. There is wide speculation the junta will release her as an olive branch to the international community after its expected win in elections that many observers have decried as so rigged as to be meaningless. Suu Kyi's detention is considered a matter of national security and officials say any decision to release her would be made at the last-minute by Snr-Gen Than Shwe, the junta chief."We can assume that she will be released on Nov. 13, but we cannot say with certainty that it will happen. Only the junta chief will know if or when the release can happen," said one of two officials interviewed. "It is too early to say that she will be released on Nov. 13."

Both officials spoke on condition of anonymity due to the sensitivity of the matter.

Suu Kyi's National League for Democracy opposition party is boycotting the elections, which it calls unfair and undemocratic. As a result of not registering for the polls, the party has been dissolved, leaving no group that can effectively challenge the junta-backed party, which is expected to sweep the polls.

Critics call the country's first elections in two decades a sham and say the military shows no sign of genuinely relinquishing power.

The London-based rights group Burma Campaign UK issued a statement to express caution over recent reports about Suu Kyi's imminent freedom.

"We'll believe it when we see it," said Mark Farmaner, the group's director. "Regime officials have said similar things in the past, and Aung San Suu Kyi has remained in detention."

If Suu Kyi is released, it would be wrong to attach too much political significance to it, Farmaner said.

"She has been released twice before without there being any political change in the country," he said. "It is more likely that the dictatorship will try to use her release to attempt to persuade the international community to relax pressure on them."The international community has long demand the release of Suu Kyi and more than 2,100 political prisoners.
